Is District 9320 completely happy with the constitution and bylaws of Rotary International and the individual Rotary Clubs?

Do they meet the challenges of modern society and are we getting young members to join and be comfortable with the stringent attendance requirements and cost of membership?

In preparation for the forthcoming Council on Legislation meetings to be held in June 2007, Rotary Clubs are asked to give consideration to proposals that are felt necessary to make changes to our Manual of Procedure which would make Rotary more relevant in today’s society.

Remembering that the Council considers two types of legislation, namely ENACTMENTS, which are proposals that would change the constitution, and RESOLUTIONS that request action from the Board of Directors, the following suggestions are made:

  1. Have a frank discussion in your club, particularly with the younger members, asking that they outline how their membership could be enhanced and what legislation is needed to do so.
     
  2. Ask experienced Rotarians to study the Manual of Procedure with a view to finding deficient legislation that needs alteration.
     
  3. If it is considered necessary to change policy or action of the Board of Directors, proposed resolutions could be made.

The format of any proposals is critical and if any club would like to make changes, it is suggested that contact be made with the District Representative on the Council on Legislation for assistance with the formalization of such proposals.
